I think he along with the others were given the ugly jumpsuits to show them as a lower class than the well groomed fellow citizens. I mean all the immigrants had horrible clothes and slicked back almost greasy looking hair. On a fangirly note maybe the anime wanted to show "Yeah he has a lame outfit but you still found him hot. The jokes on you!"
